Our story

Built lean on purpose

Hua Xing Development Pte. Ltd. was incorporated in Singapore in 13 March 2020. We started with a simple observation: most projects do not go wrong because of a lack of technical skill. They go wrong because scope was never properly defined, variations were never properly priced, and nobody owned the programme end to end.

So we built the company around fixing those three things. Every project gets a named project manager and site supervisor who stay with it from award through to the end of the defects liability period. The people who price the work are the people who deliver it, which removes the most common excuse in the industry — that the estimate was someone else's.

Today we take on main contracting, design-and-build, A&A works, interior fit-out, reinstatement and owner-side project management across Singapore. A large share of our work happens inside buildings that cannot close, which is where careful sequencing earns its keep.

We are honest about scale. We are not the largest contractor in Singapore and we do not try to be. What we offer instead is direct access to the decision-makers on your project and a paper trail you can audit at any point.

Our approach

Plan around the constraints rather than against them. Most construction failures are sequencing failures, so we spend our effort where the risk actually sits.

Nobody is asked to trade a safe method of work for a faster one. Site supervisors hold real stop-work authority and are expected to use it.

These are not aspirations — they are the operating rules our project teams are measured against.

Safety is the programme

Works are planned around a written risk assessment, daily toolbox briefings and a site supervisor who has authority to stop work. A safe site is also the fastest site — incidents are the most expensive delay there is.

Costs you can audit

You get a priced breakdown, not a single lump figure. Variations are raised, priced and signed before the work proceeds, so the final account holds no surprises.

One accountable team

A named project manager and site supervisor stay with your project from award to the end of the defects liability period. No handover between departments, no repeating yourself.

Documented quality control

Inspection and test plans, material submittals and photographic records are kept as the works proceed — so handover is a formality rather than a scramble.

Built for occupied sites

Much of our work happens in buildings that cannot close. We sequence around tenants, trading hours, noise limits and shared access instead of asking you to shut down.

Straight answers on feasibility

If a budget or a date will not carry the scope, we say so at the enquiry stage. We would rather lose a tender than start a project that was never going to land.

Five stages, and you always know which one you are in

No project is a black box. Each stage has a deliverable you can hold us to, and nothing moves forward until the previous stage is signed off.

    Enquiry & consultation

    We listen to the brief, the budget and the date that matters. If we are not the right fit, you will hear it in the first conversation.

  2. 02

    Site survey & feasibility

    A site walk with the people who will actually build it — measuring constraints, existing services, access and structural conditions before anything is priced.

  3. 03

    Proposal & costing

    A scoped, itemised proposal with a programme, exclusions stated plainly and the assumptions we priced against written down.

  4. 04

    Construction & site management

    Works executed under a baseline programme with weekly progress reporting, a costed variation register and continuous safety and quality supervision.

  5. 05

    Handover & defects liability

    Joint inspection, snag closure, as-built and warranty documentation, then twelve months of defects liability support on building works.
