A Singapore contractor built around accountability, not volume
Incorporated in 13 March 2020 and operating from Paya Lebar, Hua Xing Development Pte. Ltd. takes on projects where the constraints are real — occupied buildings, fixed opening dates, tight access and budgets that have to hold.
We stay deliberately lean so the people who price your project are the people who build it. That means fewer hand-offs, faster decisions on site, and a single name to call when something needs resolving.

Sectors we build in
Commercial & mixed-use
Office, retail and mixed-use buildings — new build, A&A and full-envelope upgrading.
Industrial & logistics
Production facilities, warehouses and workshops, including heavy-duty flooring and dock infrastructure.
Residential
Landed and cluster housing, from new builds to reconfiguration and basement additions.
Institutional & community
Community facilities, clinics and education spaces upgraded in phases while they stay open.
Six ways we take a building from brief to handover
Whether you need a single accountable main contractor, a turnkey design-and-build partner, or an owner's representative watching the numbers — the scope below is where we do our best work.
Six commitments we put in writing
Construction goes wrong in predictable ways: unclear scope, unpriced variations, unsafe shortcuts and a programme nobody owns. These are the habits we built the company around.
Safety is the programme
Works are planned around a written risk assessment, daily toolbox briefings and a site supervisor who has authority to stop work. A safe site is also the fastest site — incidents are the most expensive delay there is.
Costs you can audit
You get a priced breakdown, not a single lump figure. Variations are raised, priced and signed before the work proceeds, so the final account holds no surprises.
One accountable team
A named project manager and site supervisor stay with your project from award to the end of the defects liability period. No handover between departments, no repeating yourself.
Documented quality control
Inspection and test plans, material submittals and photographic records are kept as the works proceed — so handover is a formality rather than a scramble.
Built for occupied sites
Much of our work happens in buildings that cannot close. We sequence around tenants, trading hours, noise limits and shared access instead of asking you to shut down.
Straight answers on feasibility
If a budget or a date will not carry the scope, we say so at the enquiry stage. We would rather lose a tender than start a project that was never going to land.
Projects where the constraints were the hard part
Occupied buildings, fixed opening dates, shared access, live operations. These case studies set out what we were given and how we sequenced around it.
Five stages, and you always know which one you are in
No project is a black box. Each stage has a deliverable you can hold us to, and nothing moves forward until the previous stage is signed off.
- 01
Enquiry & consultation
We listen to the brief, the budget and the date that matters. If we are not the right fit, you will hear it in the first conversation.
- 02
Site survey & feasibility
A site walk with the people who will actually build it — measuring constraints, existing services, access and structural conditions before anything is priced.
- 03
Proposal & costing
A scoped, itemised proposal with a programme, exclusions stated plainly and the assumptions we priced against written down.
- 04
Construction & site management
Works executed under a baseline programme with weekly progress reporting, a costed variation register and continuous safety and quality supervision.
- 05
Handover & defects liability
Joint inspection, snag closure, as-built and warranty documentation, then twelve months of defects liability support on building works.
The things clients ask before they appoint us
If your question is not here, ask it directly — you will get a straight answer rather than a brochure.
Have a drawing set, a tender document or just a rough idea? Send it across and we will tell you what is realistic.
Main contracting for new builds, design-and-build turnkey projects, addition and alteration (A&A) works, interior fit-out and renovation, end-of-lease reinstatement, and owner-side project management. Commercial, industrial and residential projects across Singapore.
An office or retail fit-out usually runs 8 to 14 weeks. A&A works on an occupied building typically run 4 to 12 months depending on the structural scope. A new build is generally 12 to 24 months. We commit to a programme only after a site survey, because access, existing conditions and authority submissions drive the timeline more than floor area does.
Yes. We coordinate with the Qualified Person and handle submissions to the relevant authorities — BCA, SCDF, NEA, PUB and URA as applicable — along with landlord and building management office permits for fit-out and reinstatement works. The applicable submissions for your project are confirmed in writing at proposal stage.
You receive an itemised proposal rather than a single lump figure: scope by trade, the programme, stated exclusions and the assumptions the price was built on. Where the scope cannot be fully defined yet, we identify it as a provisional sum instead of burying contingency in the rate.
Much of our work does. We plan around permitted working hours, noise and dust limits, tenant access and shared loading routes, and we publish a rolling look-ahead so occupants know what is happening and when. After-hours and phased sequencing are available where the building cannot tolerate daytime disruption.
Building works carry a twelve-month defects liability period as standard. During that period you report a defect to the same project manager who delivered the job, and we attend to it. Manufacturer warranties on supplied equipment and systems are passed through to you with the handover documentation.
Every enquiry is acknowledged within two working days. For live tenders with a closing date, tell us the date in your enquiry and we will confirm straight away whether we can meet it.
